Handwritten forms are still widely used in Hong Kong and especially in the Hong Kong government departments, which receive massive number of forms from public users. The involved volume is huge and the handwritten characters are illegible. Extra human effort is required in handling various handwritten form types, extracting characters and entering data into the database. The existing workflow is labour-intensive and time-consuming, operational cost is therefore high. Three government departments/divisions will work with ASTRI in supporting the development of a solution "Robust Form Recognition Platform" for tackling the above-mentioned problems. Hong Kong Police Force (Police Licensing Office) receives and processes around 30,000 applications for different licenses per month. Hong Kong Police Force (Operations Wing) receives about 12,500 Closed Area Permits (CAP) applications and 2,500 Closed Road Permits (CRP) applications per month. Inland Revenue Department processes more than 2.5 million forms of BIR60 (Individual Tax Returns) and IR56 (Employer's Returns). ASTRI's development consists of a "Field Relaxation Separation" technique, a "Cursive Recognition System", "Checker Interface with error highlighted", "Failure case feedback mechanism", and "On-site Training Module" (including Model Version Control Module and Standard Test Set).
