此項目為香港應用科技研究院內企業及消費電子組及集成電路設計組的合作項目。項目為不同的團隊達到各自的需要，但團隊的協同效應讓應科院能成立一個以多媒體應用為主的技術中心，以提供一套完整的先進技術研究、算法與設計架構開發、系統與應用及系統集成芯片的產生。 項目會與企業及消費電子組共同開發由PC軟件或可編成處理器為主的H.264主結構及高清結構的知識產權以硬件FPGA/RTL模式提供H.264編解碼解決方案。項目並提供仿真平台于算法及軟、硬件的知識產權開發。
